this is modfied version of fkanehiro/hrpsys-base#1164 by @yswhynot

  • add test_hironx_collision.py
  • test/test_hironx.py add co for rtclist on test_hironx.py
  • launch,hironx_ros_bridge: enable RTC/CollisionDetector on simulation by default
