Update paths to public repo

We made the repo public now we can refer to the github repos

There were multiple things we fixed elsewhere to get this to work (thanks to @dusterbloom's help) ->

• Fix core enclave build -> fix(enclave): remove build.rs and copy data files #259
• (re)Release the enclave core and common crates.
• Use latest versions of those crates in the transfers app.

With the template_path, the CLI runs quartz init wihtout any problem ->
