There should be the option to to indicate CarrierConstraints at the level of RegionalValidity and ViaStation in the Fare.

Business Value

The change would allow to make a preselection on the fares by evaluating the regional validity only when linking them to a trip.

It would also allow a more detailed specification of the carrier restriction on a part of the regional constraint, as currently it is only possible to link one carrier to a viaStation/Route and not a list of carriers.
