I 23 Handle reduction cards that include other cards

Description

Some railway reduction cards include other general reduction cards. E.g. a proprietary railways card could include the generic RailPlus card. The data on cards exchanged via the offline exchange (reductionCardDef) should alos provide informations on included cards.
