We want folks to be able to manage their own symbol sets (upload, replace, delete)

Adds a new symbol set configuration view

We should sync on monday about this - symbol set uploading will need to be language-specific, because e.g. for javascript, we want users to upload both their minified code and their sourcemap, and then we need to run that through symbolic before uploading to s3.
