mingw-build: Build winpthreads library

Build MinGW-w64 winpthreads library, which enables pthread support on MinGW-w64 toolchain. pthread support is required when compiling libgcc with posix thread model. Signed-off-by: Stephanos Ioannidis <[email protected]>
