There was a report that the Travis CI's long-term infra issue was addressed by the Travis team on the Ruby Bug ticket 20810.

This PR is to revert the past 2 commits dropping Travis CI.

Note that in my tests in my forked repository, I saw ppc64le/s390x jobs are delayed to start around 6 ~ 10 minutes. I reported this issue to the Travis customer support. Hopefully they will handle it.

Revert "Allow failures for arm64/ppc64le/s390x due to infra errors."

This reverts commit b2dc6a8.
