Bump body-parser and budo (#681)

Removes [body-parser](https://github.com/expressjs/body-parser). It's no longer used after updating ancestor dependency [budo](https://github.com/mattdesl/budo). These dependencies need to be updated together.


Removes `body-parser`

Updates `budo` from 8.4.0 to 11.8.4
