Since Rglpk now passes all tests on CRAN, it seems fine to have it in Imports, and this is done with this release.

Random numbers in tests

Made sure the random number seed in tests works with newer R versions.

Fix makevars

Edited makevars and makevars.win to avoid NOTEs on CRAN.

Builds on macOS

Was able to get Rglpk to Suggests, by using lpSolveAPI when Rglpk is not available. This causes the build to succeed on macOS.
