Add discussion to geopackage.org regarding one file vs. multiple

There is a certain deployment pattern right now where people attempt to put absolutely everything into a single GeoPackage. In many circumstances, particularly when a large proportion of the data is static and a much smaller amount is dynamic, where it is better to have two files. This is the type of thing that should go on geopackage.org.
