2020 Census Tracts Update

This is a significant package update, which does the following:

• Updates all census boundaries to 2020
• Updates Mapping Inequality data to v3.2 (several graded cities added to a total of 223)
• Switches from using {sp} and related geospatial packages, to {sf}, the updated standard for geospatial manipulation
