ci: update docker image and enable cargo cache

Rust cache for cargo checks will be saved on push to main and used in PRs to speed up CI significantly (from 8 min down to 1 min).

@hedgar2017 , this repo config is broken, because it requires TruffleHog job to pass instead of a check :(
I will set this up correctly in the next update. Do you have permissions to merge this bypassing this or disable this check manually for now?

I've switched TruffleHog from GitHub Actions to any source. It is the only setting I could see.
Merging for now with a bypass.
