Windows 0.7.0 preview

Preview release of 0.7.0 for Windows only -- This release is functionally equivalent to 0.6.0, but has been ported to Windows.

Installation:

1. Extract logcat-color-0.7.0preview-win32.[zip|7z] somewhere that is easy to remember
2. Add the logcat-color-0.7.0preview-win32 directory to your %PATH%
3. Try running logcat-color from cmd.exe (MinGW / Console2 has also been confirmed working)
