  1. ci: drop Ubuntu Bionic and Xenial 

    Building on Ubuntu Bionic and Xenial in Github containers fails since
some time with mismatched GLIBC:

  /__e/node20/bin/node: /lib/x86_64-linux-gnu/libc.so.6: version `GLIBC_2.28' not found (required by /__e/node20/bin/node)

Most likely these containers are not really useful in Github.
