GROMACS 2019 with gmxapi 0.0.7 support

This GROMACS fork from https://github.com/kassonlab is based on the GROMACS 2019 release with support for gmxapi 0.0.7. This tagged fork release includes some small additions to aid testing and development of gmxapi. Most gmxapi 0.0.7 users should just use the official GROMACS 2019 release, but be sure to enable gmxapi during CMake configuration with -DGMXAPI=ON
