Make every palazzetti entity unavailable if appropriate

Proposed change

Make every palazzetti entity support available. Only the Climate entity had the support. This PR moves the property to the parent class so all the other entities will support available.

This PR also updates the IQS rule:

• entity-unavailable - Mark entity unavailable if appropriate
