Initialized adding syllabus for BCA under 2017 scheme.
Created folders for S1 to S6 BCA 2017 scheme syllabus and their readme.md

I want to contribute MGU BCA 2017 scheme resources and study materials to wikiSyllabus. This pull request contains initial template (BCA course, scheme and semester folder structure) and syllabus for 2017 scheme.
