Add GitHub actions to convert GO ShEx to necessary secondary data products

Once the final form of the secondary JSON data products for the ShEx have been decided, @dustine32 and @kltm will add GHAs so that there is an automatic conversion and commit of the derived products into the repo, as well and validation and and necessary tests.
