Why are there three PRs instead of one?

This file should be called README.md not READMY.md. However, I am
not quite sure that I see the value of having the README in multiple languages. From my point of view, we should just stick to English to avoid having the translated ones be out of date as soon as any change happens in the standard file.

I also worry about this getting out of date as the information will not remain translated.
This PR is for the documentation website, so there are many, many other pages that are not translated.
That said maybe we can find a way to translate it properly and still track changes?

We will discuss on the next contributor call to see how we want to support translations.

Because this is a developer README and not the main documentation site I think we can have the files alongside README.md. Please rename this file to README-ru.md, so it remains at the top level like README files should.
Then it would be nice to add a header to the readme so it's easy to discover. See https://github.com/hdl-util/hdmi for a great example.
