  1. Bump version of parsec-client to 0.10.0 

    Upstream has tweaked locations of the socket to be FSB compliant
which affects clients, bump so we depend on the new one.

  2. Tweak the systemd services file 

    The After should ensure the parsec service is running, we should
also restart on failure.
