The `config.json` change should not have enabled as the concept exercises are not launched.

@iHiD Why was this disabled? The track has a handful of concept exercises which are in beta, was there an issue with them? https://exercism.org/tracks/raku/exercises/lasagna/solutions?order=newest |

That flag turns Concept Exercises on for students, enabling locking behaviour, progress, badges, etc, which the track clearly isn't ready for. This has been student's UI for the last few weeks/months:
