By having the Collapsible Heading plugin enabled by default it transforms headings in unexpected places.

Collapsible Heading plugin should only transform specific headings on the desired usages.
What are the acceptance criteria?
Collapsible Heading plugin is not transforming any headings by default. When configured it transforms the configured headings as expected.
