Seeds the
optionalPathsproperty into all Templates with.github/*as its value.When the dev containers/codespace extensions are updated to support this property, will resolve microsoft/vscode-remote-release#10095, #274.
Lastly, as I was in each Template I updated the whitespace to be consistent throughout the file
