[WIP] Restructure readme to rely on icons

Addresses #78 and #68 as well as eliminates some technical debt in my mind -- I think having a static file with text is

• difficult to update
• less accessible (e.g., screen readers)
• makes for a larger repo

Only thing: @b5 can you do some svg with the original icons?

• normalize icons so all the same size (hi quality?)
• fix table layout

bleh, the tables aren't that great, maybe we aim to drop 'em anyhow. I think @patcon has better readme wizarding skills than I do.

At first I was nervous about going like full HTML but imaging that most interactions with the content will be rendered/in gh... then the pressure is off a bit?

Also, stray thought -- @b5 are there some swank DT logo ishs that you could SVG from the assets on the website? Maybe we could add to this and the dt/dt repo?
