Added Config#MAX_POLYNOMIAL_DEGREE_LAGUERRE_SOLVER option

Dear @axkr ,

I added an option Config#MAX_POLYNOMIAL_DEGREE_LAGUERRE_SOLVER to limit the maximum degree of a polynomial before passing to LaguerreSolver
