pydsol-core v4.0.0

This is the initial release of the pydsol-core simulation library.
The package has been ported from the Java version of dsol 4.0. See https://simulation.tudelft.nl/ for more information.
It also includes Python ports of parts of the Java projects:

• djutils (see https://djutils.org/)
