CtryName.csv now include the mapping between CtryISO3 <-> CtryISO3. This helps for the cases the data provider use a mix of country ISO code and country name.

The encoding of CountryName.csv is changed from latin-1 to utf-8 now. Unicode encoding enable a more standard way of processing text on different language environment.
