docs: update contribution guidelines

Proposed changes

Updated the React Native environment setup link to point directly to the CLI setup, as React Native currently prefers Expo by default. Revised the PR guidelines to include using proper tags for titles, opening PRs as drafts for initial feedback, and simplified instructions for handling automated inspections and reviews.
