feat: allow flag queries in replay filtering

stacked on top of #26176

looks like feature queries simply can't work the way we filter replays, the old style properties won't create with one

let's split the hogql and flag filtering

so this PR only deals with flag filtering (and already includes a failing test)

NB this probably needs recreating once the other PR is in
