App skeleton (#7)

* Created a simple react template site using 'create vite@latest'. * Get rid of react/vite logos, add overture logo and make it spin. * Extract site code into header and footer functional components. * Add the mapLibre map, centered on Gent, Belgium. * Fix page title and favicon. * Add PMTiles protocol support and show the places on the map. * Add geoarrow module, and example code to build with it and instantiate a new Parquet File. * Switch to loading remote parquet file from overture's nov 14 2023 bucket --------- Co-authored-by: Benjamin Clark <[email protected]>
