Added commands for flocos to stop and restart govmon and LSDC GUI

When the robot controller (CS8) needs to be rebooted, several items need to be reset so that the robot is "aware" of it's environment. To do this we reset the following:
Governor
Gripper sensors
Dewar position
Dewar ports

- Added floco recovery functions
- Check for robot arm speed
- Autorecovery during EMBL mount procedure
- Added home pins bluesky plan
- Removed unnecessary signals from topcam device
- Added Ransac Linear regression estimator to topcam

Is this ready for re-review? I saw the one DONOTMERGE in there so I was assuming it was a WIP, but let me know if it's otherwise.

Hey Rob, sorry it's not ready for re-review. I have to clean up the commits and include a few of the changes I made last week with Edwin. I'll ping you when its ready. Most likely this week
