DESCRIPTION OF CHANGES:

RRFSv1 currently underpredicts snowfall in the first hour of the forecast and thus underpredicts accumulated snow in the hourly-cycled system. The proposed change addresses this specific problem by turning on hydrometeor building for columns where the surface temperature is less than 5 deg C. The new code for hydrometeor building, applied when "l_precip_clear_only" is .true., is based on previously existing code.

TESTS CONDUCTED:

Tests of the two-way coupled CONUS RRFS produced favorable results -- increased snowfall, more consistent with observations -- for a February 2022 test period. Results are summarized in slides 68-82:

The change will also be tested for the July 2022 retro period, to confirm no significant impact in the warm season.
