Updating base environment

I t's been a while since we updated the Openscapes base environment, I just pushed a new test image here that we can start testing with BYOI: docker.io/betolink/corn:test I haven't pushed the environment changes to the repo, main changes include:

Python 3.9 -> Python 3.11,
Earthaccess 0.9.0 -> earthaccess 0.11.0, 
Harmony-Py -> 0.4.15
Pangeo Stack updates (xarray, dask, flox, geopandas, dask-geopandas, coiled...)
Added git lfs, 
quarto installs from conda-forge
Added Python Generic Mapping Tools  (https://www.generic-mapping-tools.org/)
VirtualiZarr! 
H5web works!!! 

And I also removed the Opendap kernel, I’m thinking we should move towards self contained environments with no multi kernels, this will eventually use conda-store on top of the base Pangeo image. Once this PR gets merged and get the coockbook rendered we can ask 2i2c to update the Kubernetes config.
