What changes with this PR

playwright added to package.json
Test Framework added:
- After running yarn run dev, run npx playwright test e2e.spec to run the electron tests.
- At the moment it just opens the application, checking both windows opened (DevTools and ReactApp) and waits for a UI selector
- The tests are based on this configuration https://www.electronjs.org/docs/latest/tutorial/automated-testing#using-playwright

This PR serves as set up for future tests
