spnavcfg 0.3.1

This is a minor bugfix release.

Release 0.3.1 changes:
- Brought cfgfile read/write code up to date with latest spacenavd.
- Allow CFLAGS and LDFLAGS to be passed from configure to the generated makefile.
- Install target now installs a .desktop file for spnavcfg.
