release candidate 1.1.0-rc.0

this release candidate uses the 1.1 version candidates of Sōzu and the sozu-client.

the release candidate is a work in progress, on the next/1.1 branch, destined to be merged on main

stable release 0.2.3

This release is meant to be stable (unlike version 1.1.0-rc.0).

Main features to this day:

• converts all metrics to prometheus format (including time metrics => histograms)
• data is sent in protobuf format (using crate sozu-client)
