Add an Argilla annotation stack component

Use the huggingface spaces module on the Terraform registry to add the option to deploy an Argilla annotation stack component as part of your mlstack.

The feature / PR would include:

• full support for the component
• updates to documentation where needed (possibly needs a separate section in the docs for these non-core cloud components)
• possible inclusion in the test suite if possible without too much overhead
