Does rav1e support constrained quality

Currently, you can use both --quantizer or --bitrate in encoding.
In aomenc, there is such thing as "constrained quality mode"(cq), which you can specify both quailty and bitrate.
It will ensure that the bitrate is below a specific upper bound and also reaching the set quailty.
Is this the same thing in rav1e?
