Project hero options

1. Add an option to make project heroes shorter on a per-project basis. More from @shannon-paton:

I think the idea is that we would have a shortened hero image option so that users can get to the content quicker. maybe something like the customization I did here: https://www.wri.org/climate-week-nyc though it's not a huge difference

2. Add an option to hide the hero on project subpages (we'll need an idea what that looks like)

I believe we'll want a mockup of each of these options, which I think WRI's design team could provide, or we could.
