/2008/design/: make the sidebar sticky

On pages where the 2008 design is used and there is enough content that the page is significantly taller than the viewport (eg, on the home page), content in the left-hand sidebar becomes hidden soon after scrolling down the page.

Make that content sticky, fixed at the top of the page when the user scrolls past that point?
