OGG files are lighter, which allow faster responses and cheaper AWS costs. Also, Telegram sends files in OGG format, which are then reformatted to MP3 by the application. Using OGG files directly would allow faster responses, since no reformatting would be needed.
This is not possible at the moment, since Wit.AI does not support OGG files. It claims it does support, but sends blank responses instead. Read more at wit-ai/wit#2153 (comment).
