[BUG][Code Sets] Add patterns support in the code set table

Describe the bug
In the current state the only way to add a pattern is through Import.
Allow users to create a code pattern in code set table.
This is applicable to the code set editor.
Check with rest of the team if it should also apply to value set editor inside an IG
