What is the current behavior?
No defined code owners[1][2], so no one is automatically requested for PR reviews. Also, there is no way to tell who the maintainers are without looking at PR activity and guessing.
If the current behavior is a bug, please provide the steps to reproduce and if possible a minimal demo of the problem. Here is an example PR with no reviewers assigned because no code owners are defined. Also, there needs to be a way for the PR author to request reviewers - currently, there is none.
What is the expected behavior?
CODEOWNER file is defined, which automatically requests reviewers from the defined maintainers.
