Show alternative and nomination links when there are no results

Currently, if you go to a URL with no Mementos, you don't get shown the links to submit the URL to WebCite UKWA etc. (Note that we should also add the Internet Archive 'Save' URL in the same places).

e.g.
http://www.webarchive.org.uk/mementos/search/http%3A//www.anyclean.co.uk/articles/how-to-be-a-good-and-happy-housewife/

You should always be shown the nomination links, if there is a valid URL.

Also, the lack of results might be due to a temporary problem, in which case, we should refer users to http://timetravel.mementoweb.org/
