Double project ID in Biblio

Bug description

Double project ID in Biblio causes confusion and project pages to break.

Likelihood: 3, Occasional
Consequences: 2, Critical

Expected behavior

Only one project can be linked.

To be discussed: This happens every quarter of a year, can we get an overview of all doubles that don't have a capital, and perhaps remove them? I can double check with GISMO.

Steps to Reproduce

1. Go to backoffice.biblio.ugent.be
2. Find a record and go to projects
3. Try to link the project 41M03418
4. See two projects appear (one with capitals, the other one without)

https://biblio.ugent.be/project/41M03418 (correct, contains all publications)
https://biblio.ugent.be/project/41m03418 (incorrect, contains 0 publications – deleted)
