Free For All and Bot interaction with Players.

I wanted to setup a PVP Free For All server using NPC Bots that wander. The problem that I've run into is that the bots can attack me, but I can't retaliate against the same faction bots. Another person explained it as "The bots are not players and as such don't get the PVP flag set correctly for like faction players to see them as enemies. They however can see me as flagged as an enemy and can attack me."

Is this correct and can it be fixed?
