pug3 does not compile if the file or directory name specified on the command line begins with _ #6

Observed on Windows. The following commands do nothing if the files they specify exist:

pug3 _sample.pug
pug3 _test\sample.pug
pug3 C:\pug\_test\sample.pug
pug3 C:\pug\test\_sample.pug
