A stats-interval greater than 2.5 seconds never displays rates #9

Since TICKS_MAX_AGE is 2.5 seconds, any value over that never updates the rates.

Suggested fix: turn stats-interval into a flag that toggles the stats screen, and set the actual interval to a fixed 1 second
