Add proxy support for WebView

Is your feature request related to a problem?

Telegram has been unofficially blocked in some regions of Russia. At the moment, the WebView module does not support local proxy server settings. This is a bit inconvenient, I have to set up a proxy server globally in the system or use a vpn.

Describe the solution you'd like

Perhaps the WebView module should support proxy server settings from the application. The SOCKS protocol will do.
