I have been using AGStoShapefile successfully in downloading all layers from
http://gis.dallascityhall.com/wwwgis/rest/services/Sdc_public/Zoning/MapServer

However, none of the output .zip files contain .prj files (only .shp, .shx, .dbf) , although the ESPG is specified by the map service in all layers as 2276.

Is there a way to resolve this?
